  18. <p>     White House chief of staff John Sununu infuriated
  19. environmentalists last month when he blocked creation of a
  20. special international fund to help developing countries reduce
  21. their use of industrial gases that deplete the ozone layer.
  22. Charging that a U.S. failure to support the fund would
  23. undermine George Bush's vow to be the Environmental President,
  24. Democratic Senator Albert Gore of Tennessee called the policy
  25. "pigheaded and obstinate." He predicted that once the angry
  26. reaction set in, Sununu would reverse himself.
  27. </p>
  28. <p>     Last week Sununu did just that. He announced that the U.S.
  29. would contribute $25 million to a $100 million World Bank fund
  30. that will help underwrite the cost of
  31. chlorofluorocarbon-abatement efforts in less developed nations.
  32. Sununu claimed that the Administration now found itself able
  33. to endorse the fund because financial safeguards that the
  34. initial plan lacked have been put in place.
  35. </p>
  36. <p>     But a White House official pooh-poohed Sununu's explanation
  37. for the abrupt turnabout in policy as "a mere fig leaf." Said
  38. he: "It became clear to us that almost everybody was unhappy."
